mISDN: annotate data-race around dev->work

dev->work can re read locklessly in mISDN_read()
and mISDN_poll(). Add READ_ONCE()/WRITE_ONCE() annotations.

BUG: KCSAN: data-race in mISDN_ioctl / mISDN_read
